A lengthy agenda and some heated conversations led to a two-hour Commissioner’s Court on Monday. Real County Commissioners approved the minutes of the previous meeting. Terry Jones was approved as a Designated Representative for septic tank inspections. County Attorney Garry Merritt said he would prepare a contract for signatures. Roel Gonzalez was granted approval of a Vacate and re-plat of tracts in Frio Canon to enlarge the subdivision park.
Garry Merritt presented the Commissioner’s Order regarding Building Permits; he said builders would be responsible for completion of a Notice of Construction and three Inspection Compliance forms. After some discussion the motion passed with Commissioner Wade Reagor voting against the motion. Local citizen, Sammy Preece made a brief statement to the court regarding “No Parking” signs along Cypress Creek road. No action was taken.
Local Real Estate Broker, Dub Suttle received preliminary plat approval for the second phase of “Posada Del Frio” subdivision. Some discussion regarding the final survey and requirements of the water system answered questions Suttle raised.
A heated discussion took place when the Commissioners from Precinct 3 & 4 requested the Camp Wood Library be given the same amount of funds the county had paid out for the insurance premium on the Real County Library for the last seven years. Commissioner Gene Buckner said it is not fair to the citizens of Camp Wood and the county should pay the Camp Wood library the same amount. Commissioner Joe B. Connell said, “What’s good for the goose is good for the gander.” Commissioner Reagor said the court needed to know how much the Camp Wood library had paid in premiums for their insurance, but Connell interrupted saying “It doesn’t matter how much they paid we need to give them the same amount we gave the Leakey Library.” County Judge, W.B. Sansom, Jr. said the court could put the amount in next years budget to reimburse the Camp Wood Library. Connell questioned the Judge, “Why can’t we do a budget amendment for this years budget? The budget is just guess work anyway.” County Treasurer, Kathy Brooks, said she only had the past years premium paid on the Real County Library and would have to get the total premiums paid for the last seven years. The item was tabled until the next meeting when Brooks said she would have the figures.
Odell Sellars requested information on the necessary steps to designate a road as a county road. Merritt said the road would need to be deeded to the county and dedicated as public and accepted into the county road system. Connell said he would assist Sellars in the process. Commissioners revised the policy manual of Real County Employees regarding compensatory time. New rules adopted included the requirement that all comp time must be taken by the employee within the current pay period if possible, but if not taken within the following pay period the Treasurer will pay the employee for the time.
The court went into executive session to discuss litigation regarding Herbst Holding LTD, a lawsuit regarding the inclusion of a road into the county road system. The Commissioner’s approved a settlement offer. Merritt said the offer from the court will be presented to the Plaintiffs and will be made public after its acceptance.
The court approved payment of current invoices and the Treasurer’s report. The current invoices include an invoice from Kerrville EMS of $1,730.92. Real County dispatcher, Jan O’Neal said the cost was related to transport of Carlos Leal, who was arrested in San Antonio on an indictment from Real County for Burglary of a Building. At the request of Sheriff James Brice, Leal’s bond was reduced and he has been released on a PR bond.
The court approved the Annual Report from the Historical Commission and the County Monthly reports.
